"A LIFE OF GIVING THROUGH LOVE"
Elizabeth M. "Betsy" Foley was born on June 22, 1936, in Waukesha, Wisconsin, where she was raised by her parents, Joseph and Mary Foley and grew up with her six siblings on Michigan Avenue. She attended St. Joseph's Catholic grade school and Catholic Memorial High School. She received her bachelor's degree in English and sociology from Mount Mary College in Milwaukee and her master's degree in social work from Carleton University, Ottawa, Canada.
Betsy's life and career embodied her Catholic faith. She is known by all as a dedicated family member, friend, mentor, encourager and community supporter.
Betsy moved to Green Bay in 1958 and began working for the Catholic Apostolate of the Diocese of Green Bay (the forerunner of Catholic Social Services and Catholic Charities) as a social worker, counselor and supervisor focusing on adoption and child welfare in Green Bay, Marinette, and Oshkosh. She remained in the Green Bay area for the rest of her adult life, becoming deeply embedded in the community through multiple areas of service.
In 1980, she made a career change, joining St. Norbert College as a news/feature writer and editor of the College magazine. She moved through a variety of positions in communications to become the Director of Communications/Public Relations, handling event planning, media relations, and production of most of the College's major publications. In her spare time, she co-authored the book Green Bay, Gateway to the Great Waterway with Harry Maier in 1983.
In 1998, after 18 years at St. Norbert, she retired and authored In That Place, in That Time: Remembering Rufus B. Kellogg in 1999. During her later years, she wrote for the Milwaukee Sentinel, The Green Bay Press-Gazette, The Compass Newspaper and New Month Magazine. Her articles appeared in many other local, state and regional publications, including Voyageur: A Historical Review of Brown County and Northeast Wisconsin, a publication of the Brown County Historical Society, where she served as associate editor, publishing committee and a contributing writer. She also completed Catholic Woman's Club: 100 Years, 1900-2000: Pioneers in Community Giving in 2000 and Faithful Son of Norbert: A Tribute to Abbot Sylvester Michael Killeen, O. Pream. in 2001. She also began writing a third book and on the life of Oneida medical doctor Rosa Minoka-Hil. Throughout her career, Betsy won numerous awards from Wisconsin Press Women, Council for Advancement of Secondary Education (CASE), and Wisconsin Regional Writers.
An enthusiastic cheerleader of the local businesses and nonprofits in the Green Bay area, Betsy held leadership roles in too many groups to list, including the Diocese of Green Bay, Hearing Loss Association of America (HLAA), Fox Valley Chapter book clubs, opera groups, writing groups and was on the Board of directors of several nonprofits including the Brown County and De Pere Historical Societies.
It was evident in Betsy's words and actions that her life's treasures were her friends, family and community. She lived out her Catholic faith by naturally investing her time and talents in activities that allowed her to spend time with the people and causes she loved. She traveled long distances to attend events for family and friends, rarely missing any. She was always "there" for those she loved. She had the gift of making every person she met feel like they were her favorite.
Betsy was a lifelong learner and took interest in anything that interested the people she cared about. She was a fascinating person who was able to converse on a wide range of interesting topics. She was an avid reader and loved music, especially the opera. Although she suffered hearing loss in her later years, she did not allow that to slow down her attendance at musical events or any of her social activities. Betsy also loved gardening, riding her bicycle, tennis, spending time in nature, protecting the environment and her annual ski trip with her good friends.
Betsy suffered dementia and moved to assisted living facilities in 2019. She was a favorite among the caregivers, and true to form, made many good friends among the residents at Birch Creek and Parkside communities. To her final days, Betsy made all that she met feel loved and important.
Betsy was preceded in death by her parents Joseph (1972) and Mary (1986) Foley and siblings, Kathleen Wingert (2005), Raymond Foley (2013), and Alice Foley (2020). She is survived by siblings Pat (Ron) Love; Margaret "Mickey" Foley; and John Foley. She is also survived by nieces and nephews Amy Love; David Love and son Xander; Gail Bennett and son Yacob; Aaron Bennett and partner Paula Weakly Sally Bennett and husband Chad; Kelly Hoffmann, husband Tom and children Ashley and Hailee; Tim Foley and son Joseph; Erin Foley; Shannon Foley; Laura Foley; Dan Ryan-Foley and husband Zachery; Martha Schaeffer, husband Jeff and children Matthew, and Rachel; Paula Foley-Tillen and husband Bob; Clarice Foley; Mo Foley; Dave Wingert and her robust community of extended family and friends.
Services will be held on Saturday, June 11, 2022, at Resurrection Catholic Church, 333 Hilltop Dr., Green Bay, Wisconsin 54301. The Visitation will be held at 9:00 a.m., followed by a Mass of Christian Burial at 11:00 a.m. The service will be live-streamed and can be found at www.gbres.org/live, or on Ressurection Catholic Church's Facebook page.
