It is with deep sorrow that we announce the passing of Joseph D. Tullbane III on November 6, 2025. Born to Joseph and Josephine Tullbane on January 7, 1949 in Brownsville, Texas, Joe/Joey was a devoted educator, leader, artist, and veteran whose life was shaped by service, integrity, and an unwavering commitment to others.
Joe had a distinguished military career, serving as a Lieutenant Colonel in the United States Army all over the globe. Throughout his 23 years of service, he embodied the values of honor, discipline, and leadership—qualities that defined his professional and personal life. His time in uniform left a lasting impression on all who served alongside him, and the principles he upheld continued to guide him long after his active duty concluded.
Following his military service, Joe dedicated his career to higher education. At St. Norbert College in De Pere, Wisconsin, he served as Associate Dean of International Education, where his thoughtful leadership and deep sense of purpose helped strengthen the college's academic and ethical foundation. Colleagues remember him as a mentor of great integrity, a champion of intellectual curiosity, and a man devoted to preparing students not only for professional success but also for lives of leadership and contribution. For a number of years after his retirement, he continued educating others as a guest lecturer on cruise ships.
In his final professional chapter, Joe found joy and purpose in capturing the beauty of the world around him through watercolors. His art has been displayed in businesses, studios, and homes across the country, and his very first painting was displayed in El Prado in Madrid, Spain.
He was known among peers, students, patrons, and friends for his generosity of spirit, brilliance, and capacity to inspire those around him. His legacy lives on in the many people he guided and the institutions he helped shape.
Joe is survived by his loving wife of 54 years, Joyce; his two sons, Jamie and Chris; and his grandchildren, Teagan and Grayson. Though his passing leaves a profound void, his example endures—a testament to service, wisdom, and compassion.
Family and friends may call on Wednesday, November 12 from 5:00PM to 7:00 PM at Ryan Funeral Home, 305 N Tenth Street, De Pere. Visitation will continue Thursday, November 13, from 9:00AM to 10:00AM at Old St. Joseph Church on St. Norbert College campus. A Mass of Christian Burial will begin at 10 AM immediately following visitation. Burial will be at Mount Calvary Cemetery in De Pere.
