Tim Quigley, 68, of De Pere, died Friday, April 17, 2009, while visiting his daughter and her family in Florida. The son of the late Norbert and Kathleen (O'Connor) Quigley was born May 16, 1940, in Green Bay. Tim was a graduate of Green Bay Catholic Central High School and attended the University of Wisconsin-Green Bay. He served in the U.S. Army from 1959 to 1962 in the legal division of the United States Army Headquarters in Heidelberg, Germany. Tim married Edda Bayer in Heidelberg on June 30, 1962.
Throughout his life Tim was active and involved in the community. In the late 1960s and early 1970s he was a member of the local chapter of the American Civil Liberties Union when it helped establish equal housing standards in Green Bay. He served as president of the De Pere Middle School PTA, was a charter member of the De Pere Parent Band Association, and held offices with various organizations including the Wisconsin Festival and Events Association and the International Festival and Events Association. Tim was a board member and previous chairman of the Greater Green Bay Convention and Visitors Bureau. He was also a board member of the Cellcom Green Bay Marathon and the UW-Green Bay Retiree Association. As a certified festival and event executive, Tim was a nationally recognized speaker and consultant. In the early 1970s he was marketing and public relations specialist for the Convention and Visitors Bureau. Then he joined the athletic department at UW-Green Bay where he remained for 25 years, first as Sports Information Director and later as Director of Promotions. In 1981 he founded Bayfest, an event that has entertained millions and continues to benefit the community as a downtown festival. In 1997 he retired from the university, formed the Event Company, and coordinated Bayfest as an independent consultant until 2005. He continued to be involved in the festival and event industry as a sponsorship consultant for Bayfest and Artstreet, and as a volunteer on various event committees.
Tim lived life to the fullest. He cherished time spent with his family and had a well-known gift of gab. He was truly interested in people and knew how to get them to talk about themselves. He loved to fish and make pottery. He was famous for his beautiful gardens and his love of eating and cooking great food. Music was a big part of Tim's life, from his youth when he played drums in a Dixieland jazz band until recent years when he banged drums and sang songs with his grandchildren.
His family includes his wife, Edda; two daughters, Michelle (Steve), Delray Beach, Fla., Tina (Jeremy), De Pere; grandchildren Gus, Owen, Quinn and Amelia; brother Mark, De Pere; brothers-in-law Peter (Gisela) Burock and Rolf (Ulli) Burock, Heidelberg, Germany; one nephew, and many nieces. He was preceded in death by his parents, mother-in-law Johanna Burock, brother Paul, brother-in-law Heinz, and nephew Chris.
Friends may call at Ryan Funeral Home, 305 North Tenth Street, De Pere, from 4 p.m. to 6 p.m., Thursday, April 23, 2009. Visitation will continue at 9:30 a.m., Friday at Old St. Joseph Church on the St. Norbert College campus, De Pere, until time of service. A service in celebration of Tim's life will be held at 10:30 a.m. Friday at the church with Father Gery Meehan, O. Praem, officiating.
